I see. Well the reason why I was unable to submit official letterheads was that i worked in local businesses/companies and none of them entertained official letterheads in giving such referenes. However thanks for the detailed analysis. I will take this matter up with ACCA PER committee so there won’t be any problems when i submit my experience.

I am told that my application was rejected because I did not submit required references on official company letterheads and the panel has doubts on their authenticity.
As much as I can understand, information pack clearly states that company letterhead are required for reference “where appropriate”. Does it not mean that if the company or business, I have worked in, do not use or entertain official letterheads then I am not obliged to submit the references on such. Or is it still mandatory and if there are no official letterheads then I am not eligible to even submit a bursary application (because I do have line managers just not a company with such formal organizational structure)?
Due to this I have also been regarded ineligible for bursary application at any time in future (which means I cannot apply for any bursary in the future). Should I ask them about this decision as I have not breached any academic, ethical, moral and professional code while submitting these references. If they had doubts could they not have contacted them? The whole case is basically based on whether “where appropriate” makes it mandatory to submit references on company letterheads or not.
I know that the decision is based on panel’s discretion and it is final, it is just that I want to understand the meaning of the terms used in information pack properly so I won’t make the same mistakes while undertaking RAP. I also realize that if it is mandatory to submit references on company letterheads then it is panel’s discretion to deem on ineligible for future applications as well?
Any help understanding this is welcome.
