Hi see you capitalise a cost only if it gives to economic benefit either by increasing the efficiency of the product ,reducing costs or increase revenue.in case of repainting it’s just like maintaining the asset ,it does not increase the economic benefit received from the asset that’s why it’s treated as a revenue expenditure
