As I explain in the lecture, effective is looking at how successful they are at whatever they are supposed to be doing. If patients return with the same problem then the hospital obviously did not do a good job the first time!

If the percentage of patients return with the same problem increased?it can mean the efficency is improved?can I understand this question 1 well.
