The survey itself is not a measure – it is the results from the survey that are the measure. (I do stress this in the lecture. I assume you watched the lecture before attempting the test? 馃檪 )
Have you actually watched the free lectures? (because there is no point in attempting the test if you have not, and I am certainly not going to type out all my lectures!!)
As I explain in the lecture, effective is looking at how successful they are at whatever they are supposed to be doing. If patients return with the same problem then the hospital obviously did not do a good job the first time!
