For qn 3, If the acceptor is the drawee, why isn’t the acceptor also the original party to a bill of exchange?

The person that is the acceptor starts off as the drawee, an original party
Only after accepting liability will the drawee be known as an acceptor but if the drawee fails to sign their acceptance of liability, then the drawee will remain as a drawee. It’s only after acceptance that that title will change
