    Can I structure my response based on the PESTEL framework, which I analyse the change in each element of framework and consequent impacts on QH?
    I see that the sample answer is structured based on Customer-led drivers, Government-led drivers, Competitor-led drivers,Environmental-led drivers.

    PESTEL helps to identify macro-environmental effects. However, it says nothing about customers, suppliers, competiors or new entrants ie Porter’s 5 Forces (substitutes might be identified through considering technology in PESTEL). Those forces could certainly be relevant.

    Generally, no single model is likely to cover everything relevant. They can be useful to organise your thoughts but it is usually better to use several models….or parts of them. You don’t need to use the whole of a model eg a question might have said little about legal in PESTEL or suppliers in 5 Forces, but at least the models get you to consider potential effects even if you then find little to say about some because of the lack of information in the question.
