The use of predetermined lists of recipients for instructions, control reports, etc. often results in some of the recipients investigating matters that are irrelevant to the job they do.
Is this statement true or false?
    the correct answer is true.

Please kindly explain why using predetermined lists of recipients for instruction and control reports results in some of the recipients investigating matters that have no relevance to the job they do.
Is this because of staff turnover? What is the meaning of predetermined lists for instruction and control reports? what instruction and control report it is referred to?

The difficult word here is ‘often’. That means something different to us all, so it makes what should be an objective quesrion a subjective one.

I would plump for the answer ‘True’.

If the predetermined list is to be effective it has to be kept up to date (the list is like an email group so that you don’t have to type in lots of addresses). The relevant people to whom the information should go will change because of internal moves and staff turnover, but the list might not be updated.

An example of a report could be one repirting on the month’s sales, or budget v actual costs.
