Yes, they’re directors.
I suppose a fuller answer would ask what type of meeting? They couldn’t vote at a meeting of the Tynwald Parliament of the Isle of Man … unless they were also a member of the Tynwald Parliament
But, assuming you are asking about directors’ meetings of the company in which they are neds, the answer is ‘Yes’
