Trade payable Year end substantive procedure

Sir, Pls explain how the below is a substantive procedure of accounts payable. It looks incomplete in my opinion.

Procedure :

Reconcile the total purchase ledger account and the purchase ledger control account , cast the list of balances and purchase ledger control accounts .
