Inspect the updated inventory count instructions to verify that they have been communicated to members of staff outside the warehouse department.
maam i know this is small, but i wanted to ask you why they havent used the conjunction “AND” instead of “TO”. Its really not the grammar that am concerned with but i think the SP changes significantly with the inter-change of these two small words.
essentially we are trying to verify that instructions have been amended and that they have been communicated to relevant staff other than warehouse, is that right? Or am missing out on something?

WHY?
… to verify that they have been communicated to members of staff outside the warehouse department.”I agree that makes no sense and what the auditor wants to know is whether the updated instructions have been communicated – so “and” is better.
(But this is still not a test of control!)
