No – as a storage device, a data card must have a UI for data management.
It states here that you can only use a dongle WITHOUT a user interface (UI) https://www.accaglobal.com/gb/en/student/exam-entry-and-administration/computer-based-exams/remote-session-exams-china/remote-session-china-faqs.html

What does it mean by without user interface?

If something is called a “data card” it is a storage device – ergo it has a user interface.
A wifi only dongle is permitted – a memory dongle would not be permitted (as it must have a UI).
