Sir ,
Can I use data card for internet connection?
No – as a storage device, a data card must have a UI for data management.

What does it mean by without user interface?
Is this okay?
If something is called a “data card” it is a storage device – ergo it has a user interface.
A wifi only dongle is permitted – a memory dongle would not be permitted (as it must have a UI).
