Sorry to hear this paper is causing you problems. I assume you know all the theory, so the key is question practice.

I suggest that when you attempt questions that you initially do not turn to models (unless specifically requested to). Look at the requirements and exhibits from a common sense point of view and imagine you were actually writing something professional in a work environment for your boss. The professional marks guidance always gives some clue as to what you should concentrate on. eg:

Skepticism skills = don’t believe everything that people say in the scenario.
Commercial acumen = bring in some real-world thoughts about what might happen.
Evaluation = look for both positives and negatives.

For a report or briefing paper, plan you answer by typing paragraph headings on your answer page. These can later be expanded to produce paragraphs which properly explain your points. Do not simply repeat parts of the question: you have to move the process forward by, for example, stating the implications of the information, advising what to do, stating where more information might be needed.

When you know what you want to say, then turn to models to see if any could be used to help you formulate a better answer or to justify your thoughts. It is important to bring in models where relevant as this is not just an exam in common sense, but there is no need to explain a model: use it, apply it instead.
