That RI is ‘best suited’ is not an advantage. Goal
congruence in decision making is an advantage and the
candidate has conveyed its meaning. So this has been
awarded a mark even though the candidate has not spelt
out how this is achieved.

Just saying the RI is better is not enough – you have to say why it is better i.e. what is the advantage of RI.
As I explain in my lectures, goal congruence is an advantage (so stating that got a mark) but the answer did not say how RI achieves goal congruence.
