    Hello sir,

if the q whats “advise the board about the problems w the measurement and management of the performance of joint venture” as an example for 10 marks

can we explain the problems directly.

    or

    we should separate measurement problems
and management problems in the answer?

    thanks alot

Yes. For measurement you first decide what has to be measured and why. Management would then be deciding how to react to those measures.

A two column approach could work, one for the measures and one for their management.

Note that there could be additional management problems not connected to measurement eg not meeting often enough, wrong people attempting management.

is setting targets for managers according to their areas of responsibility performance measurement or management? when a question refers to performance management, is it okay to talk about the information systems needing to be good to provide reliable accurate and timely data so that performance can be managed?

Setting targets is management: it encourages certain types of behaviour. Tracking results is measurement.

Yes, IS needs to be good eg capturing the correct information, doing analyses and summaries quickly enough and reporting information in useful and flexible ways.
