Can I add a penalty paid on inventory at port to the cost of my inventory ?

So if a company has its goods delivered to the port and doesn’t not collect it in time. Hence has to pay a fine/penalty while collecting it after a few days, can that penalty be capitalized to the cost of the inventory ?
