Can you please explain to me, that what does this mean by saying Board should use AGM to communicate with investors (on the relations with shareholders) . Doesn’t the AGM only held by Board members?

Board meeting consist of the board of directors.
AGM = annual general meeting. This means that all shareholders are invited and entitled to attend. Various presentations are made by the board and the annual financial statements are approved by the shareholders. Shareholders can ask the board questions about the company. Resolutions requiring shareholder approval (eg appointment of auditors) are debated and voted on.
This is the required annual event where the board and shareholders can meet and exchange views and information.
