Specify and explain the factors to be considered in determining whether to utilize a single factory-wide recovery rate for all production overheads or a separate rate for each cost centre, production or service department.
This is explained in my free lectures on cost allocation, apportionment and absorption.
However the question you have typed cannot possibly be asked in the Paper MA exam because you cannot be asked to type answers!!!!
To see the style of the questions in the exam you should look at the sample papers on the ACCA website and also buy a Revision Kit from one of the ACCA approved publishers (because they are full of exam standard questions).
