I got 45 in APM December 2019 sitting. I have feeling that my question 3 which was last question was left unmarked as marker or examiner didn’t see it as I left a blank page in between question 2 and question 3.
Honestly leaving a page or 2 between start of questions is very common practice (even encouraged). If you left 5 or 6 pages (for some strange reason) in between there would be some tiny small chance they didn’t see it, but even then they are very stringent in their corrections and especially if it was a whole question left unanswered they would surely make sure you hadn’t attempted it somewhere.
Unlucky about the mark, APM is a b**ch, I failed it 3 times..

Well, ACCA has a very systematic way of marking ACCA exam papers.
The following link explains it https://www.accaglobal.com/ie/en/student/exam-entry-and-administration/exam-results/how-we-process-your-results.htmlA candidate who scores between 45 to 49%, their paper gets rechecked about 4 times ( as far as I have been told) this is to ensure if there are any possible marks that can be given to make it into 50% since there is marginal difference.
In that case I doubt that they may left some pages unmarked as everything is seen and marked by the examiner.

All blank pages must be reviewed and marked as “SEEN” – this is standard marking procedure and as your mark is “marginal” your script will have gone through additional reviews and checks. Unless you can “hand on heart” look at the published answers and marking scheme and really, really, really justify to yourself that an entire answer has not been marked you will certainly be wasting money paying for an administrative review.
