    In the process of service cost analysis it is important that plant cost should be compared with the actual cost, and difference must be investigated.

    But what I think should be false since each service is different from another and it cannot be compared due to the feature of heterogeneity.

    Are you sure that the question says ‘plant’ cost because if it does then the question does not really make sense (unless there is more wording in the question that you have not typed).

    In that case the question does make sense. Whatever the type of costing is, it is important to compare the actual cost with the planned (budget) cost and if it is different then investigate why it is different.
