how do you prepare budgets when you are given a balance sheet?

It depends firstly on what budget you are asked to prepare (a budgeted income statement or a budgeted balance sheet or whatever), and secondly on what other information is given in the question.
It is not possible to budget for the future if you have nothing at all except for a balance sheet!
