Dear Sir,
Can I use substantive procedure as ‘auditor response’ when answering a question concerning audit risk ?

Sometimes yes but not always. Per the examiner’s report (S18):
“An auditor’s response does not have to be a detailed audit procedure, rather an approach the audit team will take to address the identified risk.”
