    In the UK, it is the rate set by the Bank of England; in the USA it is the rate set by the Federal Reserve; in the EU it is the rate set by the European Central Bank.

    In all cases it is the rate that the central bank charges to other banks so sets a benchmark for all interest rates in each currency.
