Does inquiring whether the aged listing is used as a basis for credit control decisions means a test of controls? If no, why?
The control being exercised is someone using the aged listing as a basis for credit control decisions. Inquiring as to whether that is in fact used is therefore a test of control, but not a very strong one as people might give the answer expected. It would be better to observe the aged listing in use or to see a signature attesting to the fact that the aged listing had been consulted.
