I need to know can I give F4 along with P1 P2 and P3 ?

so long as the F4 is the only paper outstanding from the F’s, otherwise you will have to pay for those exams first. This would also limit your papers from P1-P3 as you are limited to 4 papers per session and the F’s have to be sat first.
If you are sitting these in December you need to get your entry in pronto. If next June then yes the combination is fine provided you remember the above.

I be giving F7, F8 and F9 this December. So if I pass the three this time I can give F4 with Professional level exams ?

yes that should be fine so long as you have passed the rest of the F papers.
The only problem I can see is if you decide to wait until the December sitting as the days for the exams are to be rearranged, it may not affect your choice, just have to wait for the new timetable.
