Sir in substantive procedure for revaluation of land and building can we write that compare revalued amount of land and building with last year or budget and investigate difference

If it is revalued this year I don’t know what conclusions you would draw by comparing it to last year- other than it has been revalued.
Really, you need a third party expert’s opinion.
