Please can someone educate me on how to get around the PER .
Also do I need to pay for it ?

You don’t ‘get around’ the PER. You complete the PER by fulfilling the objectives at work, writing statements to that effect and your practical experience supervisor signing off on them.
You shouldn’t be paying for anyone to do this for you. You should be at work, getting paid! If you haven’t got the necessary practical experience but have passed the exams, you will remain an affiliate until you an complete all elements of the qualification.
