Any difference between carrier , shipper between the seller and the buyer? Why is it that it is the carrier that issue the bill of lading ? Who is the carrier to the buyer and seller ? Is he different from the shipper ?

A shipper is involved when transport by water is involved

A carrier is involved where no water transport is involved

It could be the case that there is both a carrier and separately a shipper in a single contract

The carrier issues the bill of lading because that’s how it works
