March/june 2016 exam

Hi sir, for march june 2016 exam, question 5(a), regarding the 3rd deficiency.

I dont understand the control. They said one member must count. The other member must also undertake a count and record it correctly on the inventory sheets.

Isn’t this counting together ? I thought one person is supposed to count and the other person should count the same inventory to double check the quantities counted by the first member. Then record it on the inventory sheet.
