A government department is responsible for monitoring the performance of schools providing education for pupils aged between 11 and 18.
There is a separate government department that sets final examination that help determine entry to university and support pupils job applications.
The head teachers at individual schools are responsible for teaching and submitting selected pupils ls for these examinations.
Which of the following statements is valid in the context of this scenario?
A)Poor performance in terms of FI,s should be ignored if a school is performing well in NFPI,s.
B)NFPI,s indicators cannot be manipulated by school head teachers.
C)It is generally valid to compare the pass rates of different schools in the final examinations.
D)NFPI,s are generally more important than FI,s in the public sector.
According to BPP D is the right answer but i dont know how?In the context of the scenario only C makes sense to me.
How comparing the pass rates of different schools is not a valid measure of performance?August 22, 2017 at 5:02 pm #403038C is nearly right (and as usual in these questions, 2 of the answers are reasonably clearly wrong, one is nearly right, but only one is completely right 🙂 )
The problem with C is that schools cannot choose the ability of the students that attend. Some schools may have a lot of very weak students, and however well they are taught they are not going to do as well as schools that have a lot of very clever students.

Thanks for the explanation sir!
On a side note the quality of BPP questions are low and they are not representing the quality and level of ACCA examiners.August 23, 2017 at 3:47 pm #403167I cannot comment on the BPP Study Text because I do not have it, but I do have their Revision Kit and it is good. There are a few errors (but they do have an errata sheet that you can access on their website, and they are certainly as good as those from the other two ACCA Approved Publishers. More than half of their questions are actual questions from past ACCA exams 🙂
