payroll substantive procedures

Hi.

I was going through answer for Dec 2011 Q1b regarding the above mentioned topic. One of the substantive procedures recommended was to “review monthly payroll charges, compare this to prior year and budgets and discuss with management any significant variances.

May i know what is the payroll charge? is it the same as payroll expense?
