An appeal on a question of law is where the legal representative of the party that has lost in the court of first instance believes that the judge from that court has reached the wrong conclusion and given the wrong verdict because that judge has misinterpreted the law
An appeal on a question of fact is where, typically, new facts have come to light that the legal representative believes, if they had been known to the judge in the court of first instance, would have influenced / changed that judge’s decision / verdict
