but sir, it mentions that the staff levels will be reduced during the weeks to avoid the extra costs from being incurred
The wording could be better (this question was set by the previous examiner), but what it means is not that they will imply fewer people, but that the number of staff actually in the store at any one time will be a little lower (because of them taking the half-day off work).
