They are not benchmarking using absolute figures but for contract management and lab management the cost per $000 of contract value. Otherwise large universities with high absolute costs would look bad.
So, for GU:
Contract management = 14,430/185 = 78 (I think the answer drops 000 somewhere to get 78 rather than 0.078)
Lab management = 41,810/185 = 226.
Teaching costs will be benchmarked as cost per student, so
26,993,000/28,394 = 951
etc
The answer shows the bases used to spread each cost.
