I need help in this question,

A company employs skilled technicians, and unskilled labourers. Skilled technicians must be no more of 40% of the total number of persons employed. Skilled technicians are denoted
by x and unskilled labourers by y.
Which of the following inequalities express the above constraints?

    A. 2x/5 less than or equal to x+y
    B. x less than or equal to 2(x+y)/5
    C. 2x/5 less than or equal to y
    D. x less than or equal to 2y/5

This question is from Kaplan Mock 2015.

Kaplan must have provided you with answers to their mock exam, and so rather than just setting me a question then ask me which bit of the explanation that they provided you are not clear about. Then I will try and explain.
