I usually, write:
To: Board
From: Mgt Accoutants
Date: Exam Date
Subject: as per scenario
with little introduction
conclusion in the end

Subject will be ‘Report on….’
Use numbered, headed sections like:
1 Introduction
2 Company background
3 Performance measurement

.
X Conclusion/recommendations
(Paragraph titles 2 and 3 are only examples)
