    Perhaps an example of one would allow me to understand better.

    In a bureaucracy people follow rigid rules. An advocacy, in contrast, relies on employees ‘making it up as they go along’. It depends on cooperation and initiative to get the job done.

    It is not much found in large organisations unless they are organised into small teams that can give employees freedom. Think of a family run grocery run store where all pull together and do what’s needed to service customers.
