Could someone please tell me if we need to finish all ACCA papers before doing PER? Is it possible to do PER while studying?

You can do PER anytime you want. Whilst doing papers or on the completion of papers.

And do you know how much time it takes to complete the PER please?

I’m not sure about that the durations of it. I haven’t done it my self yet. I went to one of these kaplan PER events and somebody opposed the same question as you that’s why I remembered.
However, you need to complete 36 months of experience with around 20 tasks to be done.
