Could explain what is meant by statutory instruments?

These are just one example of delegated legislation.
The minister (for example, the Minister for Education) has the power to fill out the bones of statute that is passed by Parliament
When the Parliament passes a bill into an act (eg The 2007 Education Act) it may say something like ” ….. on such terms as may be determined by the Minister …” and the Minister will issue a statutory instrument to implement the detailed provisions that will give full meaning to the Act
That instrument is produced in Parliament and is available for inspection for a period of 40 days before it becomes part and parcel of the Education Act
