Can you please suggest me TOC for the following?

The deficiency was that Physical verification of assets within the NCA register has not been undertaken for some time. A current programme has started but is only 15% complete, due to staff shortages

Its control I suggested that Additional resources should be devoted for completing the physical verification of all assets within the register. If any assets cannot be located, they should be written off.

Now I am asking that can you please suggest TOC for it? I can only think that “Observe the process to ensure that physical verification of assets within the NCA register have been performed” which I believe is not upto the mark.

Therefore I am asking suggestion from you to assist me with its TOC
