I think you explained failure to report, but forgot to explain tipping-off. It’s an interesting offence to me, so I’ll try my best. It is nothing related to leaving a generous amount of money to your waiter at the restaurant, like our American cousins do so well.
It is more about warning a client, or any party suspected of ML, that you or your firm will be reporting them. Such a tip-off could entice them to physically relocate themselves to some island with much better weather than up here, or perhaps they could move their dirty money into a container proving very difficult to seize (cough cryptocurrency cough), in advance of the prosecutors showing up.
Anyway, the legislator obviously does not want that to happen, and if it does happen, the court will bash the vengeful Hammer of Justice upon your head, in retaliation, for having tipped them off.
Did I really overlook an explanation for tipping off? Anyway, thank you for your elucidation and enlightenment. I had previously thought that the expression related to the act of Ronnie O’Sullivan changing the end of his snooker cue as a result of the tip having broken away from the shaft
