Hello.
Is it possible to do PM before LW or FR before PM? is there order for this exams in applied skills?

It is possible – you can do the applied skills exams in any order.
The ACCA does recommend the flowing order:
LW, PM, TX, FR, AA and FM.
That is a sensible recommendation but is not compulsory.
