When analyze influence and interest of a group stakeholder, can i say that group has medium power (not high not low but in between) or is has to be high or low?

The variables are continuous so could be low, medium or high or anything jn between. However, assessing the variables is often subjective so it might be difficult to distimguish between high/medium and low/medium.
