Is that the regional treasury function same as centralised treasury?

Yes – it is centralised for a specific region e.g. for all the companies in Europe, or for all the companies in Asia)

how about global function treasury, any different with the regional function treasury?

That rather defines itself!!! A global treasury function would be centralised for all the companies throughout the world, rather than for all companies just within a specific region of the world.
