If new manager joins the company. He used rational top down approach which he has used in the previous organization. This is strategy as design or strategy as experience?

Perhaps netiher. It is dangerous to apply a strategy used in one company to another.
I have never been convinced that the three strategic lenses are useful in determining strategy.
