Effectiveness is measuring whether or not the are succeeding in what they are supposed to be doing. So survival rates is a measure of effectiveness.
Efficiency is measuring how well they are using their resources. So, for example, the number of patients per doctor would be a measure of effectiveness (the higher the number the better).
