Why do we use quarter 23 instead of -1500
The question says that the first quarter of 20X6 is numbered quarter 17. Carry on counting until the third quarter of 20X7 and you come to 23.

The first quarter of 20X6 is 17, the second quarter of 20X6 is 18, the third quarter of 20X6 is 19, the fourth quarter of 20X6 is 20.
The first quarter of 20X7 is 21, the second quarter of 20X7 is 22, and the third quarter of 20X7 is 23 !!!

Why we deduct Quarter 3 (1500 ) Seasonable Variation ?

we are looking to forecast the sales units of quarter 3, and the seasonal variation for quarter 3 is -1500. therefore we subtract by -1500 to get the forecast for the 3rd quarter. if we were looking to forecast quarter 4, for example, we would subtract by -2500. hope that makes sense

where 2006 1st quater is=17 and 2nd quoter is = 18 so 3rd= 19 and 4=20 then 2007 1st qauter is=21 and 2nd=22 and 3 is = 23
