Is it possible for management board to influence the agenda of the supervisory board in a 2 tier system?
“Influence”? Yes! One of the supervisory board’s functions / roles is to monitor the activities and performance of the management board so, in that respect, the management board certainly do influence the supervisory board’s agenda
However, if, instead of ‘influence’, you meant “contribute”, “determine”, “add to”, “be involved with deciding the contents of” …
… then No. The supervisory board should have free rein over the matters that it wishes to discuss at board meetings
